Pennsylvania allows insurance companies to deny you coverage due to a health problem, with the exception of Blue Cross Blue Shield of Pennsylvania which must guarantee you coverage. Pre-existing conditions may be temporarily excluded with the imposition of a maximum exclusion period of three years or permanently with the use of an elimination rider. The exception to this rule is applicants who are HIPAA eligible; they can not be temporarily or permanently excluded due to pre-existing conditions.
